1. We have read your despatch of 19 January with much interest. It provides a very helpful survey of present and future issues. We are arranging for it to be printed in the General Series.

2. I am particularly struck by your warning note at the end, on the economic prospects. The ability of Hong Kong to weather recession has attracted a good deal of attention and admiration here. It is salutary to have the reminder that

affluence cannot be taken for granted.
