Employment Conditions and Labour Relations

I now turn to the very different subject of labour conditions

and relations. During the last session, the Employment Ordinance was

amended to widen its coverage to protect more non-manual employees and

to provide paid maternity leave. Drafting instructions for the

provision of improved sick leave entitlement and a death grant which I

have described earlier are being prepared and should come before members

this session. Consideration will also be given to improving the

conditions governing the award of severance pay.

Further amendments to the Employee's Compensation Ordinance

covering the introduction of compulsory insurance, the establishment of

a more effective machinery for assessing compensation, and measures to

expedite settlement of compensation claims, will be introduced into

this Council this session.

47 International Labour Conventions have now been applied in

full or with modifications in Hong Kong. This represents an increase

of 4 conventions since last October. In addition, improvements in the

application of 5 conventions have been made.

A series of workshops on Labour Relations, sponsored under

the United Nations Development Programme is being conducted by the

Department with considerable success. A special Promotional Unit has

been established in the Labour Department to help employees and employers

to develop closer and more effective means of communication.
