THE QUEEN'S SPEECHES ON THE PROROGATION AND OPENING OF PARLIAMENT
1. The Cabinet Office have asked for texts of the passages which we wish to propose for inclusion in the Queen's Speeches on the Prorogation and Opening of Parliament by 4 August. The purpose of the Speeches is to present the government's foreign policy coherently and succinctly. The Prorogation Speech is retrospective. Only major matters, general or specific, should be mentioned. The Cabinet Office have asked for contributions to be short and clear. The drafts will be considered by the Queen's Speeches and Future Legislation Committee during the summer recess. The State Opening of Parliament is likely to be in early November, and prorogation a few days previously. Some of the material proposed for both Speeches will therefore have to be provisional at this stage.
2. Please would departments (including the ODA) who wish to propose passages for inclusion let me have their drafts by Monday 20 July. Nil returns not required. Planning Staff will then circulate the edited drafts for further comment. For guidance, I attach copies of the relevant sections of last year's Speeches.
