Action Taken

Future of Hong Kong

1. Her Majesty's Government are committed to fulfilling their responsibilities to Hong Kong and its people. While my right honourable and noble Friend was in Peking in March, the Chinese Communist Party Vice-Chairman Deng Xiaoping strongly re-emphasised his earlier assurance to investors in Hong Kong that they need have no worries for the future. The excellent state of relations between our two countries and between China and Hong Kong does much to reinforce this.

Legislation was recently passed in Hong Kong to bring about greater public participation in local government. is envisaged that elections will be held in early 1982.

Her Majesty's Government fully support the Hong Kong Government's efforts to improve housing, medical, educational, social and labour conditions in the Territory. Substantial progress has been made in these areas despite the large increase in population that has resulted from immigration from China.

4. No decision has yet been made on a successor to Sir Murray MacLehose.

Immigration from China

5. Her Majesty's Government applauds the efforts of the security forces to contain the numbers of illegal immigrants from China. The measures taken last Geteber by the Hong Kong Government and the cooperation of the Guangdong Provincial Authorities are most welcome. There is no evidence to suggest these immigrants are refugees from persecution of any kind, or that they will be maltreated after repatriation to China.
