I attach a draft answer to a Question by Mr Robert Parry.

Mr Parry is obviously trying to cause embarrassment.

1.

a straight 'No' causes less difficulty than any qualification

with such addition as 'the matter is still under consideration'.

Anything that we say could be misinterpreted either at anti-

cipating an early announcement or as an admission that we were

being slow.
