We have read from the newspapers that the Minister of State at the Foreign Office, Mr. Nicholas Ridley, had stated that the decision on capital punishment is the prerogative of the governors of the dependent territories concerned. However, the Hong Kong Government has always maintained that the British Government would not allow the administration of the death penalty.

The call for the death penalty has come from many sections of our community. We believe that, if clearance is given by London, the Hong Kong Government is likely to bend to
