c) Would certainly need to deploy the argument on lack of

democracy confidently in order to give a continued

categorical assurance that HMG would recommend exercise

of prerogative of mercy in all cases. But this in any

case politically very difficult. Problem of feeling in

other dependencies where local democracy may be no better

indicator of public opinion than we have in Hong Kong.

d) How badly do you need such an assurance to hold line with

EXCO? Note that Sir S Y Chung on his return has taken

a relaxed line in the press, saying that it is a political

issue which involvës Parliament. But will EXCO leave it there

bearing in mind the possibility of a sensational case

which may arouse public opinion in favour of hanging?

Still monitoring results of full fees decision, but no change

in prospect.

Sir S Y Chung's view that Dependent Territories deserve

special consideration, not least because of benefits UK derives from

them. Some sympathy for this view. Overseas Students' Trust report

will address itself to question of targetting resources in line with

British interests. We will, of course, continue to represent Hong

Kong's interests strongly, but you are aware of financial constraints.
