Your minute of 19 March enquired about evacuation plans. can confirm that there are no such plans presently in existence in the Dependent Territories; there was, however, until recently, a Joint Theatre Plan in Anguilla and there is contingency planning in Belize for certain persons only.

2. The subject of evacuation plans was discussed at the Caribbean Governors' Conference in January, the relevant extract is attached. However, I imagine that as you are considering a general evacuation rather than of selected individuals only, most of this would not apply.

3. The (now obsolete) JTP for Anguilla is available in WIAD; you will need to approach Defence Department for authority to obtain a copy. But I agree that there is no alternative to consulting the MOD. I have no comments on the draft.

Mr Wallace introduced the item. Mr Deare thought that

acceptance on the FCO budget of the cost of bringing

Government Houses etc, up to scratch was the only solution

(with local governments looking after normal maintenance).

Various breaches of the old policy were reported in the

Falklands, Ascension, Belize and TCI. The important principle

to get accepted was that FCO should treat Governors' posts on

the same terms as DS posts; this would be easier now because of

more DS people filling them. Inspectors had recently agreed

In introducing the item, Mr Morrice said that FCO Inspectors

had drawn attention to a possible gap in contingency plans in dependencies, viz. that there was no plan for the evacuation of

UK nationals in the event of civil disorder. There were objections

to such a plan in that HMG had a responsibility towards all the

inhabitants of a dependency but it was at least necessary for the
