The plan now is for Herbert to draft proposed changes by the end of the year for submission to the FCC. Once broad agreement is reached those proposals would be put to the country, as a basis for negotiation, prior to a low key constitutional conference in London perhaps in Farch or April. Provided the changes are not too controversial I think this would be a good thing. It would give the Chief Minister a chance to go to Tondon and make hic points and to come back with something achieved.

17. gainst this background I have to consider whether the proposed visit by Walter Wallace would be productive or counter productive. Fuch depends on the proposals Herbert comes up with and their likely acceptability to MC. I would prefer to defer a decision until the beginning of the New Year.
