The position on briefing for the Governors' conference is as follows:-

No brief required; I will discuss opening remarks with Mr Edwards in Barbados over week-end prior to conference and will prepare something for Mr Ridley there if necessary.
Mr Payne has agreed that MCD will prepare some speaking notes and background material.
HKGD have briefing in hand.
Mr Ridley will require personality notes on the Governors attending the conference. These should be available on WIAD or HKGD papers.

Some notes for a 5-6 minute speech at the Flag-raising ceremony based on his House of Commons speech. Mr Godden wanted to let us have some ideas on this but nothing has come in, so we had better get on without him. Perhaps Mr Noss could take this on, incorporating a reference to the souvenir folder that Mr Ridley will be handing over to Mr Webster.
Personality notes on Anguillan Ministers, etc. Ms Borland should be able to produce these from WIAD files.
A brief with the essential facts on the separation issue - Mr Noss has plenty of material on this.
Briefs containing essential facts on the constitutional and financial position drawing on the latest exchanges with Mr Godden.
Mr Ridley's office would like to receive material as soon as it is ready by instalments if necessary and in any case by no later than midday on Wednesday, 14 January.
