PROPOSED SEMINAR ON ALTERNATIVES TO INDEPENDENCE
The Institute of International Relations, V.W.I., has expressed its willingness to team up with the Extra-Mural Centre to mount a Seminar (say 3 to 5 days) on the subject of Alternatives to Independence. You will recall that I represented Montserrat at a regional seminar held by this Institution and presented a paper on the Economic and Political Profile of
Montserrat.
It will be very valuable I think, to hear the views of Caribbean scholars on some of the constitutional alternatives
It should also be useful to expose which are open to Montserrat. politicians, senior civil servants and informed citizens to the thinking of the academic and exchange views with them on a matter
of vital interest.
I am seeking your initial reactions to the idea before
Your blessings we proceed to draw up plans for the seminar. and participation and the interest of the Civil Service are necessary for the success of such a seminar.
This may appear
to inform and
to be an intellectual exercise, but it can serve to enlighten Government's plans for Montserrat's constitutional
future.
