Seminar on the Alternative to Independence

I enclose two letters from Howard Fergus (U.W.I. Resident Tutor in Montserrat, Speaker and the person named in the Dormant Warrant to act as Governor) which are self explanatory.

I suggested to Howard Fergus that perhaps we could get some F.C.0. participation in this seminar. This would, I think, be a fresh and valuable input into a locally conducted and attended seminar. I propose to ask DEVDIV to send a representative to attend those parts of seminar that deal with past independence aid, but a political input by an F.C.0. representative would complement this. Would you be prepared to take this up on our behalf.

Dates have yet to be fixed.
