2. I think the question of political Input' by an FCO representative could be a tricky subject. The University of the West Indies is of course a reputable enough body but I wonder whether a British participant - from the FCO is the right way of tackling this. I certainly agree that it does not rate any kind of Government contribution and unless we can set up a tour of the Caribbean for March/April, it is rather excessive to send an FCO representative out solely for such a seminar. I hope myself to be making the same. tour of the Caribbean this year, but it is not likely to be possible before May.

3. Unless you have any ideas, I would think that the Governor could adequately explain the British Government view on continued dependent status. If we want a UK based view, perhaps that of an academic from the Sussex University Institute of Development Studies might be of interest?
