Thank you for your letter of 17 February requesting written background on the decolonisation issue for your talk on 26 March to the Focus Group.

I attach background briefing on all the Dependent Territories which I hope you will find useful. I also attach a short note on the West Indies Associated States. Some of the material is graded Confidential; I should accordingly be grateful if you would check with us if you intend to draw on it in detail or else to use it in public. I also enclose some general papers on decolonisation which are largely unclassified.
