Internal self government since 1964 but Governor responsible for external affairs, defence, internal security and the public service. Independence has been delayed by Guatemala's claim to Belize but as a result of recent negotiations ''Heads of Agreement'' were signed on 11 March 1981 by Guatemala, the UK and Belize which will form the basis of a Treaty of Settlement. Belize Constitutional Conference, which is the first step in the Constitutional process leading to independence opened in London on 6 April.
