"Well, you've still got a Governor of

Hong Kong, I'm glad to say, who is going to be

here at any rate for another year. I don't

think I have anything to say about that at the

moment, except, of course, that anything that

is done in the future will be done in consultation

with the people of Hong Kong. I should want to

consult them before I do anything else, not a

great draconian, napoleonic measure without

consultation."
