APPOINTMENT OF GOVERNOR AND COMMANDER-IN-CHIEF, HONG KONG
Problem
1. To seek The Queen's approval to the appointment of Sir E Youde
as Governor and Commander-in-Chief, Hong Kong.
Recommendation
2.
I recommend that:
a) the Private Secretary write to the Private Secretary to
The Queen for Her Majesty's informal approval (Draft A);
b) immediately on receipt of the informal approval, the
Secretary of State seek The Queen's formal approval (Draft B).
Background
3.
Sir Murray MacLehose's appointment ends in April 1982; he took
up office in 1971. The officer selected to succeed him is
Sir Edward Youde KCMG MBE. The Prime Minister has agreed.
Sir Murray MacLehose has consulted informally the Unofficial
Members of the Executive Council who are content. Sir E Youde
is willing for his name to be submitted to Her Majesty. He has
been passed medically fit.
4. We should make the announcement of the appointment as soon as
possible. The target date is 21 December.
5.
The Palace have agreed to deal with the matter quickly. The
formal submission (Draft B) should issue immediately the Palace
have replied affirmatively to Draft A.
6.
A biographical note on Sir E Youde is attached.
