POLITICAL ADVISER HONG KONG/FED:

1.

TIMING

The present plan is for me to arrive in Hong Kong in mid-October for a short handover with Dr Wilson. Dr Wilson has asked, in a personal letter, whether it would be possible to bring the changeover forward to early September. This would be convenient for him because his eldest son is starting at a new school in September.

His wife will have to return to the UK for that but will also need to be in Hong Kong for Dr Wilson's departure.

If this could be in early September a double journey by her would be avoided.

2.

A rather earlier arrival in Hong Kong would suit me in some ways, particularly as it would enable my son (who is coming with us) to start in a new school at the beginning of the school year. But I understand that my successor in FED will not be available before early November. If I were to leave the department in late August there would be a gap of 2 months rather than one and that might not be acceptable. Moreover, we have already worked out leave arrangements which would enable me to take a break during the school holidays rather than immediately before departure. Various arrangements would have to be changed if I were now to leave the department earlier. Subject to your views, I propose to tell Dr Wilson that it would best suit the Office and (to some extent) me personally to stick to the present plan.
