Thank you for your letter of 29 April with its 276- enclosure. I have some suggestions about briefing for Richard Margolis but I realise that you should also take into account the view from London of briefing requirements as well as Richard's own preferences. I have also discussed this with David Wilson. Our overall view is that the time allowed is right and that the main purpose should be to allow Richard to meet all those directly concerned in FCO departments with subjects which look like being active over the next year or so. It will also be helpful if he can meet those concerned from other departments and organizations, especially on subjects which he will deal with and on which a significant amount of the action takes place outside the FCO. In terms of subjects, David Wilson envisages that Richard will, like me, have major day to day responsibility for Chinese questions involving immigration, visas and communications generally as well as Vietnamese refugee problems. He will also be closely involved in any points of detail which come up within the general framework of Hong Kong's participation in international meetings either elsewhere or as the host (including meetings being hosted here by non-governmental organizations which sometimes raise questions of participation by Eastern European and other countries which may raise political difficulties).

Of the departments you have listed I am not sure whether calls on PUSD and PCD are absolutely essential. I have some additions to suggest. Because the APA is traditionally responsible for the policy and language side (but not adminis- tration) of FCO language students and because of recurrent difficulties which have arisen because of changes in the Diplomatic Service Language Centre - I think it essential that he Training
should call on them. I hope he can also be briefed on any Dept.
