under the above reference on the subject of Mr. McLaren's terms of appointment. From our point of view, there is one outstanding point on which we would like your advice.

Mr. McLaren will, on taking up appointment here, be provided by us with a centrally air-conditioned duplex flat, although in the longer term the Property Services Agency are attempting to find suitable alternative accommodation for him. Mr. McLaren is aware of this.
He may also be aware (through David Wilson who was to be occupant) that the design of the flats in this particular block necessitates extensive use of air-conditioning (which is individually metered to officer's own account). Accordingly, we are granting our staff living there a monthly non-accountable (taxable) cash allowance which is designed to assist with air-conditioning electricity costs over and above those which an officer would normally bear in a traditionally-built house or flat with individual wall a/c
units.
The appropriate allowance for the flat reserved for Mr. McLaren (were it occupied by one of our officers) would be HK$1,350 per month, payable throughout the year, except during overseas leave when the flat is left vacant.
Since senior Hong Kong Government officers living alongside him will be receiving this allowance, would you please consider increasing Mr. McLaren's Local Allowance by HK$1,350 per month for as long as he is living in this particular flat.
Needless to say, the additional cost of the increased allowance, were you to grant this, would be re-imbursed by us in the normal way.
