PROCEDURE FOR SUBMITTING SENIOR APPOINTMENTS TO THE SECRETARY OF STATE

1.

It is worth recording the correct procedure for the above.`

2. The POD Boards have assumed the DTSAB functions in so far as they consider the recommendations on DT appointments put to them. The remaining functions i.e. submissions to the Secretary of State, belong with HKGD as some of our processes for obtaining approval, notably for Governors, are different from those of POD.

3. Mr Munro's minute to the PS recording the Board's recommend- ations is not seen by the Secretary of State. A separate submission to the Secretary of State recommending the non-DT appointments only accompanies it, the reason being that the Secretary of State should not see the Board's minutes.

4. Our submission should follow the same procedure; a draft is attached.

5. It would be desirable to outline this arrangement more fully in DSP together with the new arrangements for Governors' appoint- ments soon to begin with POD. Do you agree we wait until after the Inspection in case other changes are recommended?
