6. If agreed, Sir Philip would take over from Sir Jack Cater

in the early autumn, allowing 6 months for him to get into the

saddle before the departure of Sir Murray himself in April 1982.

He would precede his assumption of office with a 3-month

'sabbatical' including visits to United States cities, Singapore

and other areas with problems comparable to those of Hong Kong.
