POSSIBLE ABSORPTION OF HMOCS OFFICERS INTO HIM DIPLOMATIC SERVICE
1. In paragraph 15 of the paper on the future staffing of the Dependent Territories the transfer of the remaining HMOCS officers under 55 years of age to the Diplomatic Service is proposed for consideration.
2. We have been reminded of this because of the cases of two ex-HMOCS officers who will be ending their tours of service in the next six months or so. Details are as follows:

Mr Brooks completes his term of office as Administrator, Tristan da Cunha (DS5 equivalent) about November 1981; the exact date depends on shipping. He will have some leave but is expected to be available for work at the end of 1981 or early 1982. He has done an excellent job of work in Tristan da Cunha and we would expect to shortlist him for the posts of Chief Secretary, Falkland Islands, or Turks and Caicos Islands when they become vacant in 1982.

Mr Gillett is currently Treasurer, St Helena (DS5 equivalent). He completes his term of office in September 1981. After leave he will be looking for further employment towards the end of the year. His performance as Treasurer has been disappointing; we have doubts on his suitability for further employment, and we have nothing in mind for him. But we would like to be as fair as possible and await a final assessment from
Mr Massingham after he has settled in as Governor.
At this stage, it is evident that at any rate Mr Brooks will need temporary employment for about six months. if he is selected for the post of Chief Secretary, Falkland Islands which becomes vacant in June 1982. The alternative vacancy of Chief Secretary, Turks and Caicos Islands, for which he could be considered will probably be vacant in November 1982 although there is a possibility that it may fall vacant earlier.
4. I should be grateful to know whether these officers could be given temporary employment. Miss Brett Rooks has, I understand, already discussed with Mr Pellew the possibility of POD's taking these officers on for short-term assignments in between postings. Mr Pellew suggested that she discuss with WIAD the possibility of one of them undertaking the supernumerary post connected with St Helena. I gather that neither would be right as far as timing was concerned; WIAD were not especially keen anyway to take on Mr Gillett. Another post is falling vacant some time in the near future (Mr Noss's post) but that would be full-time and so more properly filled by a DS officer.
5. We are discussing separately with ODA the possibility of temporary employment there.
