Secretary is on ExCo and LegCo. He will have to run the Civil Service, lead on budget, currency, taxation development matters etc. In otherwords everyone will come to him for advice. I agree with the Governor.

7. Gibraltar (fokio 3)

Mr O'Neill's comments include his own job description of a Governor. I do not think that it is as good as the description already included and I suggest that it should not be changed.

Gibraltar is opposed to an Adviser. However the High Commis- sioner, New Zealand supports the use of one and the Governors' Conference did not object. There is a need to ensure that an Adviser does not in anyway become an intermediate link between Governors and the FCO Heads of Departments. He should not be 'HM Inspector General of DTs' but merely a DTs Adviser who is paid an honorarium and who can be consulted by an FCO Department and sent out by the FCO to advise on a particular problem or come to London to meet a Governor to help solve a problem. Paragraph 14 of paper might be amended as follows:

As the number of people without HMOCS experience increases, there is likely to be an increasing need for some sort of adviser (probably an experienced former Governor) who could, on a paid part-time basis, give advice in London to FCO departments and Governors visiting the office, and occasionally visit a DT when an FCO Department and the Governor requests.

Pitcairn

Mr Stratton's comments are at folio 1(a). He thinks a DT Adviser is a good idea (see para 8 of this minute); considers that the qualifications of a Governor are very different from a Diplomat; does not think Hong Kong can provide future Governors and thinks there is a case for the Governor Caymans to be DS3. In the past Hong Kong has occasionally supplied a Governor or Deputy Governor for another DT (eg Luddington and Clark). There are experienced HMOCS officers in Hong Kong with service elsewhere as Chief Secretary etc and very occasionally Hong Kong may be able to help out. I agree that Mr Russell is exceptional and has been at DS4 level for a long time. This is unfair and has an effect on pension. We tried to get the post upgraded but had no support from the Inspectors.

Hong Kong confirms that there may be a few HMOCS officers with the right sort of experience who could either be seconded for a tour provided the terms of secondment can be agreed. Moreover there might be the occasional HMOCS officer in their last tour who might retire first and then be willing to take up another appointment (see also para 9 above).
