It was our intention that the OCS officers should continue to specialise in Dependent Territory work rather than be used in mainstream DS work.

The plan to integrate the HKGD subhead (Vote 1 C(3)(4)(d) into the PSD vote is being considered by interested parties. It would greatly simplify accounting and administrative procedures if this could be done. There are differences in the terms of service of DS and non-DS Governors, and we would be happy to provide PSD with the appropriate notes and background. There would be additional work for PSD, it is true, but not an enormous amount. PSD already do some of the work involved in Governors' appointments when a DS Governor is appointed.

I discussed with Mr Dyson the likelihood that all DS Governors would go on DS terms, even to territories such as Bermuda, Caymans, Gibraltar and Hong Kong. Governors of these territories (except Gibraltar) are considerably better off on local terms than on DS terms, particularly Hong Kong. The territories pay high salaries mainly for prestige reasons. Consideration would need to be given
to:
a) the method of accounting for the difference, if any, between the
sum total of DS emoluments and those awarded by the territory;
b) the territory's reaction to the FCO's paying their man. Bermuda
has shown sensitivity here over the Deputy Governor post.

I would imagine that there would be cost to the DS; the elements discussed in your paragraph 3 could be fairly costly. you are right in saying that the officers would continue to be paid very much as they are now, i.e. ODA/FCO/territory.
