1. Please see paragraph 3 of my minute of 18 May attached.
2. I have discussed the mechanics of absorption with Mr Bennett in PPD; he has indicated that it is for PPD to lead and is currently drafting a minute seeking our views. I put forward Mr Morrice's thought that candidates go before a Selection Board; PPD have already made preliminary enquiries with CSC; it seems that some- thing of the sort is needed.

The points in your manuscript minute attached will also require careful consideration; PPD are aware of the need to be consistent and to avoid undesirable precedents.
