I apologise for the delay in passing this on but I wished to finalise the department's paper on 'Future Staffing in the Dependent Territories'. This has now been done and the paper is being submitted separately by Mr Clift.
2. All we say on 'absorption' is that the matter is being pursued between our departments. I agree generally with Miss Brett Rooks' comments and I do believe that it would be a great pity if the younger HMOCS officers still in service were lost to us simply because there was no obvious posting for them in the Dependent Territories at the end of a particular contract. We are, as Miss Brett Rooks points out, acquiring a sizeable number of new
jobs; I think it would be unworthy of the DS if we simply pocketed
without making any effort to look after the needs of those HMOCS officers who would normally have expected to have an opportunity to fill these jobs in the future. I do not think you need have any qualms regarding Hong Kong. It has for long been regarded as a separate service with a special recruitment effort and hardly any Hong Kong Government Service officers have served outside the Territory unless they were recruited to Hong Kong from another Dependent Territory. Hong Kong's problem is unique and specifically excluded from the current exercise with the full knowledge and agreement of the Hong Kong Government.
