they are met from the FCO Vote subheads and reimbursed as appropriate by ODA.
The staff filling these posts would not be included in the manpower count, but would be considered to be on secondment. In return the Diplomatic Service would acquire a greater right to place Diplomatic Service officers into another 21 jobs, the majority of Which would continue well into the 1990's. These proposals will be submitted separately once approval has been given for the main paper.
Training and Career Planning
16. Dependent Territory administration will, for many of the Diplomatic Service officers filling administrative slots, be a new discipline and experience. They will, therefore, require suitable preparation. could be provided as follows:

A tour in FCO departments dealing with Dependent Territories, i.e. HKGD, WIAD, and appropriate desks in MCD, SAmD and SED; Before a posting to a Caribbean territory, a short attachment in DEVDIV Barbados;
c) Brief attachment of from 4 to 6 weeks but no longer than

3 months, to one or two of the more sophisticated territories; a longer spell in Hong Kong might be of value depending on the person, time and circumstances;
A specially tailored short course of study at the IDS Sussex University mainly on development aid in Dependent Territories. Any one of (a), (b), (c) or (d) or a combination of two of them would normally be necessary before proceeding to:.

On-the-job training in a Deputy slot either in Grade 5 or Grade 4. Existing jobs which could be designated for training
purposes are as follows:
Deputy Governor, Bermdua
Colonial Secretary, St Helena

f) Taking advantage of any case where there is a temporary need
