a) Existing HMOCS and ex-HMOCS officers should be employed
in Dependent Territories work where they meet the require-- ments of the post. But more Diplomatic Service officers
must be earmarked. ...
b) Suitable posts should be used as on-the-job training slots
for future Governors. (Those readily identifiable are Deputy Governor, Bermuda; Colonial Secretary, St Helena;
Chief Secretary „Chief Seeretary, Falkland Islands, Chief Secretary, Turbul
and Falkland Islands Chief Secretary, and Caicos Islands Such posts, are not immutable. Soare some previous O.T.hexpence would be needed in this case views of Governors concerned should be sought).
c) One officer of the appropriate grade (5/4) should be

with Governors.
e) Existing posts suitable as preparatory slots in certain
FCO departments and in DEVDIV Barbados should be identified through routine inspections.
f) Officers employed on short-term 'emergency' assignments
in Dependent Territories should be considered by POD and HKGD as possible future candidates for longer term
Dependent Territories work.

g) In 1982, depending on the economic constraints at the time,
consideration should be given to the appointment of a senior ex-Governor to act as itinerant Dependent Territories Adviser, (HM Inspector-General of Dependent Territories').
