We are considering

15. In view of the small numbers involved [it would be worth considering whether the remaining HMOCS officers under 55 at the end of 1981 and currently serving in Dependent Territories (see

Annex B) should be transferred into the Diplomatic Service. This

would not add to our establishment or payroll. The residual costs of the posts falling on Her Majesty's Government and not financed

by the Dependent Territory, are financed separately from our main manpower sub-heads and the staff filling the posts would not be included in the manpower.count. In return the Diplomatic Service would acquire a greater right to place Diplomatic Service officers (off our payroll) into another 21 jobs; the majority of which would continue well into the 1990s. are considering separately, including the current administrative arrangements whereby the Diplomatic Service funds, from its main manpower provision, the

costs of some more junior posts in the Dependent Territories and

which currently count against our manpower ceilings.

Training and Career Planning

conside:

16. Dependent Territory administration will, for many of the

Diplomatic Service officers filling administrative slots, be a new discipline and experience. They will, therefore, require suitable

preparation. This could be provided as follows:

a) A tour in FCO departments dealing with Dependent

Territories, ie HKGD, WIAD, and appropriate desks

in MCD, SAmD and SED;

b) Before a posting to a Caribbean territory, a short

altachment to 2 years, in DEVDIV Barbados;

c) Brief attachment of from 4 to 6 weeks but no longer

one or two

than 3 months, to some of the more sophisticated

territories;

A longer spell in Hongkong might be of value (d) depending upon the person, tume and circumstances

Any one of (a), (b) ∞ (c) or a combination of two of them would

normally be necessary before proceeding to:

e) On-the-job training in a Deputy slot either in Grade 5

or Grade 4. Existing jobs which could be designated

for training purposes are as follows:

a specially tailored short

course of study at the IDS
