1. Your manuscript minute 31 December requested further discussions with Training Department.

2. I believe that we were to approach ODA about specific training; this has been done (my minute of 2 January ) and we are

awaiting a reply.

3. Training Department are only responsible for the administration and financing of training programmes;

in the initial stages at least, they would look to us for the substance of the course.

4. I have discussed with Mr Nelson (Training Department) who has said that Training Department now need to have a fair amount of warning for the training attachments and a rather clearer idea of the grading and period involved. You may recall that, at the meeting on 13 November, Mr Nelson said that Training Department were able to be relatively flexible in the use of their funds; austerity has changed that.
