FUTURE STAFFING IN THE DEPENDENT TERRITORIES

1 I have discussed with Robin O'Neill and Reg Wallace the paper on how to provide senior administrative staff for the Dependent Territories over the next 10 years which you enclosed with your letter of 30 December 1980.

2 I enclose a note by O'Neill commenting in detail on the paper. I agree with the views he has expressed. I do not like the Inspector General idea at all: I think such a post could only cause confusion both within London and within territories, and could well give Ministers and other politicians in certain territories the impression that they could go straight to the Inspector behind the Governor's back. I agree with the general approach of making use of Diplomatic Service officers as the last generation of colonial administrators retires, though the rest of Whitehall and Hong Kong should not be overlooked, particularly for the more specialised financial and legal posts. So far as Gibraltar is concerned, Grade 4 is undoubtedly the correct grading for the Deputy Governor, and the post of his Assistant could well provide useful training for more senior Dependent Territory posts later on.
