ITEM 7: FUTURE STAFFING OF THE DEPENDENT TERRITORIES
POINTS TO MAKE
1. Of the six OAGS present, only two of you have spent your
entire careers in HMOCS. The other four are DS officers, of whom
two have HMOCS experience. The pattern of a shrinking HMOCS and
greater reliance on DS is likely to continue apace in the future.
2. Need to take early steps to prepare DS for filling posts in
the dependent territories. DS officers with HMOCS experience are
also thinning out. We will have consciously to prepare more
people for the job.
3. Against this background, the paper circulated has been con-
sidered and provisionally agreed by senior officials in the FCO.
4. An essential element in the proposals is the need to use
existing HMOCS talent wherever possible up to or just beyond the
normal retirement age.
5. Welcome comments on them and any supplementary suggestions.
