The territorial claims made by these three dependencies' neighbours must be of paramount concern to them. So the real need is for officers who are suitably qualified to handle their external relations, rather than for trained administrators. A Diplomatic Service Officer with HMOCS experience may occasionally be the best candidate for appointment (and the Governor of Gibraltar may, I suppose, for historical and other reasons, continue to be a very senior retired officer from the Armed Services). But it should most often be appropriate to earmark someone principally on the basis of his diplomatic experience and skills.

He might then need a period of preparation if he was to become a Governor: this should probably not be necessary in the case of a Deputy of a Chief Secretary. Paragraph 16 of the paper outlined a number of ways in which it could be arranged. I believe there would be advantage in considering another secondment to Hong Kong, perhaps for about two years and perhaps to the Secretary for Security's Office in the Secretariat. Training should be more effective in a comparatively large territory like that. Moreover, there could be some drawbacks to putting a trainee into the number two post anywhere. Whether Hong Kong would accept such an arrangement I do not, of course, know; but they were certainly asking for people on secondment when I was there.
