FUTURE STAFFING OF THE DEPENDENT TERRITORIES

The only posts to have replied so far are:-

a) High Commissioner, New Zealand (for Pitcairn);

b)

HM Commissioner, Anguilla;

c)

Governor, Gibraltar;

d)

Deputy Governor, Bermuda;

e) Secretary for the Civil Service, Hong Kong.

2. Generally, the reaction to the paper and its proposals was favour- able. Bermuda alone expressed strong opposition (see Flags A and B for

references).

The Diplomatic Service as the prime source

It seemed to be generally accepted (except by Mr Lloyd) that the Diplomatic Service was the most logical source; but the Governor of Gibraltar thought that experience in the Home Civil Service, i.e. direct administration, was pobably more likely to be useful than Diplomatic Service experience;

Specialised Posts

Governor Gibraltar thought the net should be cast wider for posts such as Financial Secretary, and that a Treasury man would be more appropriate than a Diplomatic Service man with financial experience;

Inspector-General of Dependent Territories

One Governor (Pitcairn) favoured it while another (Gibraltar) thought it undesirable;

d)

Hong Kong as a source

Governor Pitcairn agreed that it was not helpful to draw Hong Kong into the exercise, while Governor Gibraltar, Bermuda and Hong Kong itself argued the opposite.
