I would welcome your comments on the point raised in para- graph 4 of Mr Mathers' minute of 17 February attached. I understand that there is an automatic procedure for arranging for newly- appointed Governors to go to the Palace, but that calls on Ministers and the PUS are not covered by any standard procedure. WIAD have now dealt with Sir Richard Posnett, but there are other new appointments in the offing later this year or early next, and it would therefore be useful to establish in advance just who is responsible for what. Should Heads of Missions Section be asked to take on responsibility for this sort of thing, particularly now that more and more governorships are being filled by DS people?
