INTEGRATION OF HMOCS OFFICERS

Your minute of 22 April discussed various aspects of absorbing the remaining contract and pensionable HMOCS officers into the Diplomatic Service, and asked for comments.

Officers involved

As you know from Mr Hall's minute of 11 February, and from the list of Governors and senior staff in the Dependent Territories, only three officers are still on pensionable service (Mr Russell, Mr Dale and Mr Lloyd) and currently members of HMOCS; the others are ex-HMOCS on contract. HKGD had not, in fact, envisaged taking all three officers on board (as you surmise in your paragraph 10) as some of them will either have retired or else be too old to make absorption into the DS worthwhile. The officers we had in mind as DS candidates in principle, and for whom absorption would be significant are:

Messrs Lloyd (born 1926) and Reardon (born 1924) have been provision- ally selected for gubernatorial posts where they will remain until· retirement, and so could possibly be excluded. Mr Dale is likely to remain as Governor, Montserrat, until retirement. Mr Bain would probably be over-age to be considered for the DS, but might be able to squeeze in one more tour after the BVI in 1983. Mr Wallace would also be over the age, and may remain with the FCO until he retires. (Please refer to Annex B of Mr Clift's submission)

HKGD proposal for absorption

You will know from Mr Morrice's minute of 3 April and Mr Brighty's reply of 8 April, that the wheels are already in motion for two officers, Messrs Brooks and Gillett. In order to regularise the position of officers being taken into the DS strength, we would further suggest that they go before the appropriate Board for consideration; if they do not pass, but if arrangements for their posting are well advanced, it might be possible to allow them to proceed on a contract basis for the standard period, and then to resign. This would, I think, be preferable to allowing ad hoc arrangements such as that proposed in your paragraph 4. I am not
