TRANSFER OF RESPONSIBILITIES

1. Thank you for your minute of 11 June explaining why you do not think that a transfer of our subhead and administrative functions is appropriate at present. I can see that it would be difficult and that a more appropriate moment will come as and when HKGD's structure alters.

I am sorry to have given the impression of jumping the gun vis- a-vis the transfer; an earlier discussion I had had with members of PSD and Finance Department had indicated that a transfer was the accepted course.
