POLICE:
Are there job descriptions for all posts
in the service and a form of staff
inspection?
Is best use being made of O & M, or is
it required?
Is there political interference in appointments?
Are the PSC members sufficiently respected and determined to withstand political or other pressure?
Has the PSC an effective Secretary?
Are conditions of service and morale
satisfactory to the extent that vacancies can be filled reasonably quickly? Are there many resignations?
What is the state of efficiency of the
Force in all its branches as revealed by
the last Inspection? Have recommendations been implemented?
What is the calibre of Intelligence
Reporting? Does the Local Intelligence
Committee meet regularly? Has it
written guidelines and does it produce reports on time? Are position papers satisfactory e.g. on race relations, election analyses, etc?
What is the state of equipment, vehicles,
arms, radios?
Is there satisfactory I.S. capacity?
