The appointments of four outsiders to the HK Bench has

thrown up various problems:

Security clearance (negative vetting)

We have never been asked to do this although we know that HKGO do it for non-Secretary of State appointees and it is not the practice for UK judges. CSB were to discuss with the CJ; glad to know the outcome. Mr Clift's letter and Mr Rowlands' reply are attached.

Robes

We have no recent information on robes or who pays for them.

Both points should be included in our appointment letter to overseas officers.
