3. Transfer from Hong Kong to the FCO

Civil Service Branch wrote (Mr Grewal's letter of 13 March) complaining

that on account of increased fees, fewer places and no Technical Co-

operation Training Programme with effect from 1983, fewer Hong Kong

civil servants will be trained in the UK. HKGD responded (Mr Morrice's

letter of 7 May) offering increased secondments/attachments if Hong Kong

were willing to pay expenses. Hong Kong are understood to be particularly

keen on information work; the FCO might be able to offer attachments to

News Department/Information Department but this would have to be looked

at quite carefully.

We are, however, awaiting further action on secondments of Hong Kong

civil servants to the EC (Mr Tsang's letter of 25 September).
