Senior Judicial Appointments in Hong Kong

Recommendations to the FCO for appointments to the posts of High Court

and District Judge and Registrar were queried; the letters are attached.

There are serious weaknesses in the reporting system which should be

remedied; there are also discrepancies between the reports and the short

summaries submitted in the letters from the Civil Service Branch.

Hong Kong owe replies on all the letters. We are also keen to know

whether there has been any change of heart on Mr O'Brien Quinn (curri-

culum vitae attached).
