1. In Mr Clift's absence in Hong Kong, we had a word about the above telegram, the necessity for, and length of which you queried recently.

2. Mr Clift and I entirely agree that the telegram was unneces- sarily long and this is probably due to the originator simply including in the text lengthy tracts of legal opinion. Mr Clift will raise the matter whilst he is in Hong Kong and you can rest assured that he will try and emphasise to the Hong Kong Government the need for brevity and the desirability of relegating to the bag any additional information which is not essential to the telegraphed message.

3. Incidentally, the Chief Clerk's interest in this telegram was directed at the content and not its length.
