should not be represented on the Steering Committee.

To do so would open the gates to other interest groups purporting to represent the voluntary sector and would make the Committee an unwieldy instrument for the task it has to perform. The union was however invited to make written representations to the Committee and has had every opportunity to put its case to the Social Welfare Department.

The Review Working Group has in fact now completed its report and submitted it to the Steering Committee on 30 October. The Committee intends to bring the exercise to a swift and satisfactory conclusion so that early recommendations may be made to the Hong Kong Government for consideration.
