NOTE FOR EXECUTIVE COUNCIL

STANDING COMMISSION ON CIVIL SERVICE SALARIES AND CONDITIONS OF SERVICE

SECOND REPORT ON CIVIL SERVICE PAY

On 18th November 1980, after considering memoranda XCC(80)122 and XCC(80)122A, the Council advised and the Governor ordered in relation to the Second Report on Civil Service Pay:

that the recommendations in the Second Report on Civil Service Pay (Report No 5) should be accepted, subject to the provision of the necessary funds by the Finance Committee of the Legislative Council, and subject to the benefits extended to married female staff being the same as for single women, except for the addition of medical benefits (including dental treatment when facilities permit) for the children of married female staff;

that the extension of benefits to husbands and dependent children in exceptional, compassionate circumstances or on grounds of public interest might be approved at the discretion of the Chief Secretary;

that an Information Paper should be submitted in two weeks' time dealing with the situation where both husband and wife are civil servants and the problems which might arise from introducing an optional right to entitlement to fringe benefits or from the retire- ment of husband or wife,

The purpose of this Paper is to inform Members how it is proposed to deal with the two problems referred to in (c) above.

Where a husband and wife who are civil servants are both eligible for such fringe benefits as medical, dental, education and passages, no problem arises. The husband's eligibility will cover the whole family. However, a problem does arise in relation to housing benefits, because they vary with rank and status. The main housing benefit for which married women will now become eligible is the private tenancy allowance at the rate for single women (other benefits such as house allowance and hotel accommodation are
