Thank you for your letter of 29 July with which

you enclosed one from the Secretary General of the Hong Kong

Civil Servants General Union, Mr Tsin Sai-nin.

You may be aware that the issues to which Mr Tsin

refers were the subject of a number of Farliamentary

Questions by Mr Robert Parry MP on 7 and 8 August. Although

the written Answers have yet to be published in Hansard, I

enclose copies of the replies which have now been given by

the Minister of State for Foreign and Commonwealth Affairs,

Mr Hurd. I trust that the Written Answers to these PQs will

provide you with sufficient background on the points at

issue.

You will note that Mr Parry took up Mr Tsin's

point about the applicability of Civil Service Regulation 611

and the Letters Patent in dealing with disputes between the

Hong Kong Government and its employees. This is a question

presently before the Court of Appeal in Hong Kong and it

would therefore not be appropriate for me to comment further.

You may know that the Health Inspectors Association

have made representations to Hong Kong's Standing Commission

on Civil Service Salaries and Conditions of Service proposing

the setting up of an independent arbitration board to deal
