I submit a draft answer to a PQ put down by Lord Brockway
(required by Parliamentary Unit by noon today); I also attach a
background note.

2. The reply has been supplied by the Hong Kong Government. It is
the correct answer to the question although Lord Brockway was probably
referring to the Union's failure to get a seat on the Steering
Committee set up to review the organisation of, and salary scales in,
the voluntary sector. However, he has not so worded his question.
There has been earlier Parliamentary interest in this matter.
Mr Robert Parry MP (Liverpool, Scotland Exchange Labour) wrote to
Mr Blaker on 18 March, drawing attention to the Union's case, and
put down three written PQs on the subject. Mr Blaker replied to the
letter in April putting the Hong Kong Government's case. Mr Dennis
Canavan MP (Stirlingshire West - Labour) wrote to the Secretary of
State in June requesting representation by the Union on the Steering
Committee for review of the voluntary sector. Mr Blaker replied in
August that the Union and the Social Welfare Department had agreed to
discuss how the Union should make written representations to the
Committee.
