Your Excellency,

Pay Trend Survey 1980

In July 1979 the Standing Commission on Civil Service Salaries and Conditions of Service was asked by the Chief Secretary to examine the need for regular Pay Trend Surveys in the context of our Term of Reference I (c). We also appreciate that, in accepting our recommendations in the First Report on Civil Service Pay on 27th November 1979, the Executive Council advised that any review of salaries in 1980 should be considered in the light of our recommendations on future pay policy.

We consider the future of pay trend surveys should be examined in the context of the overall pay policy for the civil service. However, the subject is complex and requires consider- able research and consultation with those concerned. We are therefore unable to submit recommendations to Your Excellency in time for them to affect any general pay adjustments for 1980.

Accordingly we recommend that the arrangements for the conduct of the 1980 Pay Trend Survey, and the subsequent consideration of its results, should proceed as in previous years. This is in keeping with our Term of Reference VII.

In the meantime, we shall continue our study of civil service pay policy as one of our priority items in the Standing Commission's programme of work for 1980.
