ACKNOWLEDGEMENTS

13.1

In the preparation of this Report, we have sent out a number of consultative circulars seeking views from both staff and management in the civil service on specific topics such as the Model Scale 1 review, Education Grades review, and fringe benefits for married female staff. We are most grateful for the enthusiastic response to our requests and the representations we received have been of considerable assistance to our deliberations. In particular, we are pleased to note the active interest displayed by staff in the Model Scale 1 grades who have sent in a total of 41 representations, as listed in Appendix IX.

13.2

We wish to record our thanks to staff representatives, heads of department, and other senior government officials, for affording us the opportunity to meet them and to discuss problems affecting the reviews in this Report as well as other issues affecting individual grades. We are indebted to those heads of department and staff organisations who have arranged for us to visit civil servants in their places of work in the course of our reviews.

13.3

We have been assisted in our work by a large number of public bodies and private sector organisations to whom we wish to express our thanks for the helpful information and views provided. The Civil Service Branch has also been most helpful in supplying us with the information and data we needed for the reviews.

We are also grateful for the comments given to us, in connection with the Education Grades review, by prominent leaders of the community, including the Right Rev. Gilbert Baker, Bishop of Hong Kong, the Rev. the Honourable Joyce M. Bennett, O.B.E., J.P. and the Rev. Peter Wong of the Church of Christ in China, and many others.

The translation of the English text into Chinese and the printing of both versions of the Report have been completed within two weeks. Once more we owe our thanks to the Director of Home Affairs and the Government Printer and their respective staffs for their efforts in helping us to complete these tasks on time.

We also wish to express our thanks to all the staff of Commission Secretariat for their hard work and efficiency in providing material and drafts for the production of this Report.
