We have the honour to submit our Report No. 5, being our Second Report on Civil Service Pay.

In our First Report on Civil Service Pay we listed a number of items which we proposed to review as part of our programme of work for the twelve months beginning 1st October 1979. Two of these items, that is to say the Pay of Staff of the Independent Commission Against Corruption and Consultative Machinery in the Civil Service, have been the subject of separate reports. In this report we submit our findings on the remaining priority items, together with the results of our further review of certain recommendations made in earlier reports.
